REGION XIGeneral Policies
I. Admission Ticket Prices
A. Region XI will charge $5.00 per adult, $4.00 per student and $3.00 per senior citizen for all activities where admission is charged, unless approved in advance by the Region XI Board of Managers. Inter-region game prices will be set by the UHSAA.
B. Ticket sales should begin no later than 30 minutes prior to the start of Varsity Football, and all levels of Basketball, Volleyball, and Wrestling. Admission will be charged at the first game when they are held in the same gym.
C. Practice and Region home games are free to home team students who show a current school activity card. Excludes postseason play and endowment games.
D. Student Body Officers, Cheerleaders and Drill Team members in uniform will be admitted free of charge for all Region XI events.
E. Admission is free only to holders of Region XI and UHSAA passes.
II. Banners and Signs
A. Only positive banners or posters will be displayed in the area of competition. A sign welcoming the visiting team is encouraged.
B. A home team positive run-through banner on the football field will be allowed.
C. A school flag may be used as long as it is not used on the other school’s side.
III. Cheerleaders
A. The host school cheerleaders should initiate meeting with the guest cheerleaders. If physically possible, the host school will provide equitable positioning and visibility for visiting cheerleaders, by their own team, during the game. This also applies to the host school. The two groups should work cooperatively during the game.
B. The State of Utah Risk Management Policy will govern all stunts and pyramids.
C. Cheerleaders will encourage good sportsmanship and citizenship at all times. Cheers and songs, which are derogatory or insulting, should not be used by either school. No cheer, which is derogatory or uncomplimentary, is acceptable behavior, especially when directed toward any individual.
D. A host school may permit cheerleaders to use no-shed pompons.
E. Megaphones may be used only by cheerleaders at football games and only for communicating with cheering fans.
F. No electronic cheering methods will be allowed.
G. Legs and feet are not to be under the wrestling mat at any time.
A. Any complaint or protest is to be referred through the principal.
B. Coaches are not to call the arbiter. The arbiter is to accept change requests only from the principal or athletic director.
C. Coaches are not to exert undue influence on the officials before, during, or after any contest.
D. Coaches may not approach an official to question or discuss any aspect of the completed activity without prior approval from the official.
V. Duties of Region XI Athletic Directors / Chairpersons
A. The AD/Chair will conduct all meetings pertinent to their respective activity, including scheduling.
B. The AD/Chairperson will coordinate and manage all region competitions and tournaments of the respective activity with the host school in charge.
C. The AD/Chairperson will conduct the selection and honoring respective all-region teams where applicable.
D. The AD/Chairperson will be the direct liaison to the Region Board of Managers.
E. The AD/Chairperson will be responsible to present all awards, trophies, medals, etc., pertinent to the respective activity over which he/she chairs.
F. The AD/Chairperson should meet with all coaches of the respective activity within two weeks of the conclusion of the activity to select all-region teams. ( Responsible schools are to establish guidelines that are aligned with state guidelines.)
G. The AD/Chairperson shall establish guidelines for the activities they are responsible for and review them with the region coaches/advisors on an annual basis and update when necessary.
H. The ADEC rep. will be elected by region ADs/principals every three years or as necessary.
VI. Eligibility
A. The UHSAA By-Laws will determine minimum eligibility rules for Region XI. These rules are found in the UHSAA Handbook By-Laws, Article I.
B. Any exception must be approved by the Region XI Board of Managers.
C. Schools may have stronger policies.
VII. Filming Opponents
A. It is strongly recommended that film exchange occur between coaches in Region XI. When this is not possible, schools are permitted to film a future opponent’s game under the following guidelines. The host school will not provide space or electricity for anyone other than the school they are playing at that time. Filmers are encouraged to sit in the visitors seating. Never will a school / coach / representative be allowed to film any other school’s practices.

VIII. Number of Games
A. Teams that exceed the number of games allowed in any season will forfeit from their region schedule the number of games exceeding the limit
B. Games forfeited will begin with the first win on the current Region XI schedule.
IX. Officials
A. The host school should provide for someone to meet officials in order to show them their dressing room before any event and escort them at the conclusion of the event.
X. Participation
A. All region schools are expected to participate in a full region schedule in order to compete
in the region and state qualifying tournament.
B. Any student competing at the region championship meets / competitions must have competed in at least two (2) region meets / competitions prior to the region championship meet.
C. This ruling applies to all individual qualifying sports.
D. In the instance of a legitimate medical situation, the Region Board of Managers will make a determination in this matter.
XI. Pep Bands at Region XI Activities
A. Only the host school’s Pep Band will be allowed to participate at an activity. Pep Bands are to play only before games, after games, during regulation time-outs, between quarters and at half time. An advisor must be present if the Pep Band is to perform.
B. Drums are to be used to play with the Pep Band, to play as part of an organized cheer, and to play for the Pep Club’s marching activity. Drums are not permitted to be used indiscriminately as noisemakers.
XII. Pep Club or Drill Team
A. The officers of the host Pep Club/Drill Team should welcome the visiting Pep Club group(s) and show them where to sit.
B. Members of the Pep Club/Drill Team should leave their seats for half-time performance during an appropriate time-out period. During the game the Pep Club/Drill Teams are not to line up near the playing floor. surface.
C. The half-time performance should not exceed seven minutes. A six-minute performance is recommended.
D. A host school may permit members of the Pep Club to use no-shed pompons.
E. No spectator from either school is permitted to have confetti, rolls of paper, megaphones, etc. (Region XI will follow the guidelines from the UHSAA Handbook for Spectator Support Items.)
XIII. Pre-Game, Half-Time, and Post-Game Activities
A. The starting line-up may be introduced prior to the activity. A well-planned flag ceremony should be held prior to the introduction of players.
1. Every announcer must read the official citizenship statement immediately prior to the flag ceremony. (See UHSAA Sportsmanship Handbook, Appendix, Public Address Announcer.)
2. All activity should come to a halt immediately when the flag ceremony begins. Headgear should be removed. Activity should remain suspended until the flag ceremony is over. This includes ticket and concession sales. Starting line-ups may be introduced following the flag ceremony. All pre-game activities should be concluded before the official time of the event.
3. The announcer should call everyone to attention as the flag enters and remind the audience to respect our flag by removing headgear.
B. Football half-time: Half-time entertainment has ten minutes which includes time to get on and off the field. Exceptions can be made by mutual agreement for special occasions such as homecoming and must be coordinated with the visiting team and the officials.
C. Basketball half-time: A maximum of seven minutes for half-time entertainment is allowed, which includes time to get on and off the floor. Exceptions can be made for special occasions.
D. Visiting teams must exit the playing field or gymnasium immediately following shaking hands with the home team after the conclusion of the game or match. No post-game celebration by the visiting team will be allowed. Visiting teams must hold post-game team meetings away from the playing area. (ie… sideline or endzone)
E. The host school Pep Club/Drill Team may use pompoms if the floor is swept after each use or at the earliest convenient time.
F. A supervisor must be present when student groups perform.

XIV. Region XI Awards
A. Region XI will honor all participants in an activity with a certificate who have achieved academic excellence. The Board of Managers will establish the criteria for selection.
B. The following is a breakdown of awards presented by Region XI for each activity.

XV. Region XI Rules for Tournaments
A. All Region XI Tournaments will follow the same rules established by the UHSAA.
B. Income realized from Region XI activities minus legitimate expenses, belongs to Region XI. The host school will present a financial report to the Region XI Board of Managers at the next regularly scheduled meeting. In case of a deficit, the Region XI Board of Managers can reimburse the school for all approved expenditures.
XVI. Scheduled Events
A. All Region XI regularly scheduled events constitute a contract between schools, which cannot be broken. A breach of contract will result in a penalty as determined by the Region XI Board of Managers in keeping with the UHSAA Constitution. This will result in a five hundred dollar ($500) fine on the 1st offense and a one thousand dollar ($1,000) fine on the 2nd offense and each offense thereafter, payable to Region XI plus reimbursement to the UHSAA for the cost of any official’s fines.
B. Any changes in time or date, at any level, of regular scheduled Region XI games or activities, will be cleared through the principals of the schools involved. All teams, coaches and principals must agree before changes can be initiated. (Note: During the years of heavy highway construction, every consideration will be given to visiting teams if they run late due to traffic problems. It is the responsibility of the visiting team to notify the home school.) Final approval must be made by the two principals of the involved schools. Every effort should be made to play make-up games at the earliest possible date.
1) Each region school must make every reasonable effort to fill varsity and sub-varsity teams in each sport.
2) Schools who need to withdraw from matches/games because of the difficulty of filling a team must notify the scheduled school at least one week in advance of the event. The matter may also be considered for sanction by Region XI Board of Managers.
C. All invitational meets, matches or tournaments must be approved by the UHSAA thirty (30) days prior to the activity. Appropriate fines will be assessed by UHSAA against all schools that participate in unsanctioned events.
D. Region XI will use League Central to develop region schedules.

XVII. Special Meetings / Appeals / Hearings
A. Schools requesting a special meeting / appeal / hearing will be assessed a non-refundable $150.00 fee, payable to the region.
XVIII. Spectator Conduct / Citizenship
A. All schools will encourage student groups to initiate sportsmanlike activities throughout the school year.
B. Other than authorized spirit groups (Cheerleaders, Pep Club, Drill Team); no spectators will be allowed on the field or floor during game time, between quarters, and half time at Region XI activities unless pre-approved by the host school.
C. Region XI will follow the guidelines from the UHSAA Handbook for Spectator Support Items.
D. The throwing of any objects by spectators is not allowed. Team members or Cheerleaders may throw t-shirts into the crowd.
E. Visiting schools are not to conduct any type of post-game activities.
F. Each school should discourage the use of the “Goodbye Cheer” when players are removed from games or at the end of the game when time is running out.
G. No student body seating is allowed in region basketball games on the floor in front of the bleachers or on the front row of bleachers in gymnasiums with less than 6 feet of clearance between the court and the bleacher, except when games are scheduled in auxiliary gyms where seating is limited. The host school should monitor spectators.
H. For safety reasons and ID purposes, students will not be allowed to have any body paint on any area of the body except for face painting. All other body painting is prohibited. School administrators are responsible to enforce this rule.
XIX. Supervision of Region Activities / Tournaments / Meets
A. Any school hosting a region tournament, dual competition or activity is responsible for providing adequate administrative supervision for the event.
B. Every host school must have school administrative/designee supervision at home varsity games. Visiting teams are encouraged to have an administrator/designee in attendance at Football, Boys & Girls Basketball and Boys & Girls Soccer unless mitigating circumstances are communicated to the host school. The supervisors should seek out the host school administration and hand them a business card with their cell number on it.
C. It is the responsibility of the chairperson of each activity to make sure that region tournaments and meets are well planned and organized. It is the responsibility of the host school to provide adequate general supervision for the activity, i.e., providing police and administrative supervision at the event, in the parking lots and in other possible trouble spots as identified by the local school plan. If the host school is not the school of the chairperson, there must be clear understanding between the activity chairperson and the host principal regarding the activity.
D. School administrators who are present at games agree to take immediate, definitive action toward disruptive or unsportsmanlike students and fans.
E. The host school will clearly define seating areas for both home and visiting students. These areas should accommodate cheerleaders and pep club as well as the general student body.
F. If violent problems occur at any region site as a result of a host school’s failure to follow these recommended procedures, including proper supervision, the Region Board of Managers may impose sanctions against the offending school.
XX. Tie-Breaker Rule (For Baseball & Softball – see guidelines)
A. Ties between teams for first place will result in Region Co-Champions being declared and duplicate trophies will be awarded.
B. Seedings for state tournament play will be determined by reverting to the games played between the teams involved with clear-cut winners receiving the higher seed. If no clear-cut winner can be determined, then a coin flip between coaches and principals involved will be held to determine the seeding. The coin flip winner will receive the higher seed.
C. In cases where tournament berths are at stake for three teams involving two places, the following will apply: If a single team can be identified as a clear-cut winner in games between the schools involved, that team will receive the highest seed and the other two teams will play for the remaining berth. If no clear-cut winner can be determined, a coin flip will determine the lowest seed and the losers of the coin flip will playoff for the highest seed.
1. Three-way tie scenario: If Morgan beat Bear River in basketball twice, lost to Ogden twice; Bear River lost to Morgan twice and split with Ogden; Ogden beat Morgan twice and split with Bear River, there would be no clear-cut winner.
D. For Baseball and Softball: In the case of a tie for first, second, or third in region play, the following procedure will be followed:
1. Head-to-head results.
2. Number of runs allowed (not scored) in head-to-head games.
3. Results (W or L) against other region teams starting at top of region and working down (for example, if two teams tie for first, then compare results against the third place team and on down. If two teams tie for third, compare results against the first place team and then second, if necessary, and on down. If one team has better results against a higher team, that team would get the higher place.)
4. Number of runs allowed in all region games.
5. Flip of coin.
Multiple ties for one tournament berth will require a series of games on a neutral field between the teams involved. A coin flip will determine the first round bye, using the odd man out procedure. The other two teams will play the first game and the winner of game #1 will then play the winner of the coin flip in game #2. The winner of the second game will move on in the playoffs.
D. Multiple ties for one tournament berth in football will require a series of half games between the teams involved. A coin flip will determine the first round bye if an odd number of teams are involved. Winners then play and losers are eliminated.
E. If a tie score exists at the end of any regular or mini-playoff game, the sudden death tiebreaker rule will be used.
E. For Football, in the event a tie occurs the following Criteria in order will apply.

XXI. UHSAA Sportsmanship Amended Policy for Region XI
A. Any coach, player, bench personnel, or spectator ejected by an official for unsportsmanlike behavior will also be suspended from the next regularly scheduled game at that level of play (varsity, JV, etc.) and any intervening levels of play. When a coach is ejected, he or she must sit out an additional game at that level. Such coach will not be allowed to attend that game. Ejections occurring on the final game of the season will carry over to the first game of the succeeding season in that sport. Example:
1. If an individual is ejected from a Junior Varsity game, the individual cannot participate until the next JV game has been played.
2. If an individual is ejected from a varsity game, the individual cannot participate until the next varsity game has been played.
3. If an individual is involved in a second incident/ejection, he/she will be suspended from playing until the next two regularly scheduled games at that level have been played.
4. Should an individual be involved in a third ejection, he/she will be suspended for the remainder of that season.
B. The UHSAA Executive Staff is empowered to enact a one game suspension for flagrant fouls not detected by officials that are captured by video or other reliable evidence submitted to UHSAA through the principal.
C. In cases of unsportsmanshiplike conduct by coaches:
1. The school will be allowed to take first action.
2. The Region Board of Managers will evaluate the action taken by the school and may decide to impose additional sanctions and make necessary changes or additions to the action taken by the school.
3. Deadlines will be given for any action taken and if the deadline is not met, an automatic suspension will occur until all fines are paid.
XXII. Visiting Team Accommodations
A. Dressing rooms should be appropriately prepared for visiting teams with a clean area, lockers, showers, taping tables, and chalkboards.
B. Visiting teams must bring their own towels because the host school will not furnish towels.

Region Contests
All JV Games will be played the day before and opposite the Varsity site. These games will begin at 4:00 pm
All Freshman Games will be played the day before at the same site as the Varsity. These games will begin at 4:00 pm
We will not have a sophomore schedule. Any sophomore games scheduled will be by mutual agreement between the two schools.
Region Placement for seeding into the state tournament.
Region teams will be seeded into the state tournament in the order they finish after the last region game.
In the event a tie occurs the following Criteria in order will apply.

The school responsible for scheduling Region XI football games that season, as assigned by the principals, will also be responsible for organizing the meeting for selection of the All-Region XI football team. The same schools will also be responsible for contacting their local paper.

The head coach of the top region championship team will nominate a player from his team who he believes should be the Region XI most valuable player, the 2nd place team will then select his choice for either region offensive MVP or defensive MVP. The region championship team will then select a player to fill the last available MVP spot (offense or defense).
Film Exchange Policy
Each school will trade their two most recent films with the upcoming opponent. It was agreed that the opposing coaches will make arrangements to exchange film no later than 12:00 noon next after the two opponent’s previous game. A team may also “live scout” an opponent if a coach desires.
Please make sure that you trade films of the highest quality and that the film you are trading is one that you could see what you wanted to see if you were trying to get a scouting report off your trade film. No end zone view or lineman, only film. Zoom out so you can’t tell numbers.

- A supervisor must be present when cheerleaders perform.
- Leave proper space on end of gyms for safety.
- Stunts and Tumbling only by the home team.
A. Any complaint or protest is to be referred through the principal.
B. Coaches are not to call the arbiter. The arbiter is to accept change requests only from the principal or athletic director.
C. Coaches are not to exert undue influence on the officials before, during, or after any contest.
D. Coaches may not approach an official to question or discuss any aspect of the completed activity without prior approval from the official.
V. Duties of Region XI Athletic Directors / Chairpersons
A. The AD/Chair will conduct all meetings pertinent to their respective activity, including scheduling.
B. The AD/Chairperson will coordinate and manage all region competitions and tournaments of the respective activity with the host school in charge.
C. The AD/Chairperson will conduct the selection and honoring respective all-region teams where applicable.
D. The AD/Chairperson will be the direct liaison to the Region Board of Managers.
E. The AD/Chairperson will be responsible to present all awards, trophies, medals, etc., pertinent to the respective activity over which he/she chairs.
F. The AD/Chairperson should meet with all coaches of the respective activity within two weeks of the conclusion of the activity to select all-region teams. ( Responsible schools are to establish guidelines that are aligned with state guidelines.)
G. The AD/Chairperson shall establish guidelines for the activities they are responsible for and review them with the region coaches/advisors on an annual basis and update when necessary.
H. The ADEC rep. will be elected by region ADs/principals every three years or as necessary.
VI. Eligibility
A. The UHSAA By-Laws will determine minimum eligibility rules for Region XI. These rules are found in the UHSAA Handbook By-Laws, Article I.
B. Any exception must be approved by the Region XI Board of Managers.
C. Schools may have stronger policies.
VII. Filming Opponents
A. It is strongly recommended that film exchange occur between coaches in Region XI. When this is not possible, schools are permitted to film a future opponent’s game under the following guidelines. The host school will not provide space or electricity for anyone other than the school they are playing at that time. Filmers are encouraged to sit in the visitors seating. Never will a school / coach / representative be allowed to film any other school’s practices.
VIII. Inter-Region Games
- After expenses are taken out, the gate is then split between the 2 schools involved.
- Then the schools will then split their portion with their region.
- Each school gets 25% and each region gets 25%.
VIII. Number of Games
A. Teams that exceed the number of games allowed in any season will forfeit from their region schedule the number of games exceeding the limit
B. Games forfeited will begin with the first win on the current Region XI schedule.
IX. Officials
A. The host school should provide for someone to meet officials in order to show them their dressing room before any event and escort them at the conclusion of the event.
X. Participation
A. All region schools are expected to participate in a full region schedule in order to compete
in the region and state qualifying tournament.
B. Any student competing at the region championship meets / competitions must have competed in at least two (2) region meets / competitions prior to the region championship meet.
C. This ruling applies to all individual qualifying sports.
D. In the instance of a legitimate medical situation, the Region Board of Managers will make a determination in this matter.
XI. Pep Bands at Region XI Activities
A. Only the host school’s Pep Band will be allowed to participate at an activity. Pep Bands are to play only before games, after games, during regulation time-outs, between quarters and at half time. An advisor must be present if the Pep Band is to perform.
B. Drums are to be used to play with the Pep Band, to play as part of an organized cheer, and to play for the Pep Club’s marching activity. Drums are not permitted to be used indiscriminately as noisemakers.
XII. Pep Club or Drill Team
A. The officers of the host Pep Club/Drill Team should welcome the visiting Pep Club group(s) and show them where to sit.
B. Members of the Pep Club/Drill Team should leave their seats for half-time performance during an appropriate time-out period. During the game the Pep Club/Drill Teams are not to line up near the playing floor. surface.
C. The half-time performance should not exceed seven minutes. A six-minute performance is recommended.
D. A host school may permit members of the Pep Club to use no-shed pompons.
E. No spectator from either school is permitted to have confetti, rolls of paper, megaphones, etc. (Region XI will follow the guidelines from the UHSAA Handbook for Spectator Support Items.)
XIII. Pre-Game, Half-Time, and Post-Game Activities
A. The starting line-up may be introduced prior to the activity. A well-planned flag ceremony should be held prior to the introduction of players.
1. Every announcer must read the official citizenship statement immediately prior to the flag ceremony. (See UHSAA Sportsmanship Handbook, Appendix, Public Address Announcer.)
2. All activity should come to a halt immediately when the flag ceremony begins. Headgear should be removed. Activity should remain suspended until the flag ceremony is over. This includes ticket and concession sales. Starting line-ups may be introduced following the flag ceremony. All pre-game activities should be concluded before the official time of the event.
3. The announcer should call everyone to attention as the flag enters and remind the audience to respect our flag by removing headgear.
B. Football half-time: Half-time entertainment has ten minutes which includes time to get on and off the field. Exceptions can be made by mutual agreement for special occasions such as homecoming and must be coordinated with the visiting team and the officials.
C. Basketball half-time: A maximum of seven minutes for half-time entertainment is allowed, which includes time to get on and off the floor. Exceptions can be made for special occasions.
D. Visiting teams must exit the playing field or gymnasium immediately following shaking hands with the home team after the conclusion of the game or match. No post-game celebration by the visiting team will be allowed. Visiting teams must hold post-game team meetings away from the playing area. (ie… sideline or endzone)
E. The host school Pep Club/Drill Team may use pompoms if the floor is swept after each use or at the earliest convenient time.
F. A supervisor must be present when student groups perform.

XV. Region XI Rules for Tournaments
A. All Region XI Tournaments will follow the same rules established by the UHSAA.
B. Income realized from Region XI activities minus legitimate expenses, belongs to Region XI. The host school will present a financial report to the Region XI Board of Managers at the next regularly scheduled meeting. In case of a deficit, the Region XI Board of Managers can reimburse the school for all approved expenditures.
XVI. Scheduled Events
A. All Region XI regularly scheduled events constitute a contract between schools, which cannot be broken. A breach of contract will result in a penalty as determined by the Region XI Board of Managers in keeping with the UHSAA Constitution. This will result in a five hundred dollar ($500) fine on the 1st offense and a one thousand dollar ($1,000) fine on the 2nd offense and each offense thereafter, payable to Region XI plus reimbursement to the UHSAA for the cost of any official’s fines.
B. Any changes in time or date, at any level, of regular scheduled Region XI games or activities, will be cleared through the principals of the schools involved. All teams, coaches and principals must agree before changes can be initiated. (Note: During the years of heavy highway construction, every consideration will be given to visiting teams if they run late due to traffic problems. It is the responsibility of the visiting team to notify the home school.) Final approval must be made by the two principals of the involved schools. Every effort should be made to play make-up games at the earliest possible date.
1) Each region school must make every reasonable effort to fill varsity and sub-varsity teams in each sport.
2) Schools who need to withdraw from matches/games because of the difficulty of filling a team must notify the scheduled school at least one week in advance of the event. The matter may also be considered for sanction by Region XI Board of Managers.
C. All invitational meets, matches or tournaments must be approved by the UHSAA thirty (30) days prior to the activity. Appropriate fines will be assessed by UHSAA against all schools that participate in unsanctioned events.
D. Region XI will use League Central to develop region schedules.

XVII. Special Meetings / Appeals / Hearings
A. Schools requesting a special meeting / appeal / hearing will be assessed a non-refundable $150.00 fee, payable to the region.
XVIII. Spectator Conduct / Citizenship
A. All schools will encourage student groups to initiate sportsmanlike activities throughout the school year.
B. Other than authorized spirit groups (Cheerleaders, Pep Club, Drill Team); no spectators will be allowed on the field or floor during game time, between quarters, and half time at Region XI activities unless pre-approved by the host school.
C. Region XI will follow the guidelines from the UHSAA Handbook for Spectator Support Items.
D. The throwing of any objects by spectators is not allowed. Team members or Cheerleaders may throw t-shirts into the crowd.
E. Visiting schools are not to conduct any type of post-game activities.
F. Each school should discourage the use of the “Goodbye Cheer” when players are removed from games or at the end of the game when time is running out.
G. No student body seating is allowed in region basketball games on the floor in front of the bleachers or on the front row of bleachers in gymnasiums with less than 6 feet of clearance between the court and the bleacher, except when games are scheduled in auxiliary gyms where seating is limited. The host school should monitor spectators.
H. For safety reasons and ID purposes, students will not be allowed to have any body paint on any area of the body except for face painting. All other body painting is prohibited. School administrators are responsible to enforce this rule.
XIX. Supervision of Region Activities / Tournaments / Meets
A. Any school hosting a region tournament, dual competition or activity is responsible for providing adequate administrative supervision for the event.
B. Every host school must have school administrative/designee supervision at home varsity games. Visiting teams are encouraged to have an administrator/designee in attendance at Football, Boys & Girls Basketball and Boys & Girls Soccer unless mitigating circumstances are communicated to the host school. The supervisors should seek out the host school administration and hand them a business card with their cell number on it.
C. It is the responsibility of the chairperson of each activity to make sure that region tournaments and meets are well planned and organized. It is the responsibility of the host school to provide adequate general supervision for the activity, i.e., providing police and administrative supervision at the event, in the parking lots and in other possible trouble spots as identified by the local school plan. If the host school is not the school of the chairperson, there must be clear understanding between the activity chairperson and the host principal regarding the activity.
D. School administrators who are present at games agree to take immediate, definitive action toward disruptive or unsportsmanlike students and fans.
E. The host school will clearly define seating areas for both home and visiting students. These areas should accommodate cheerleaders and pep club as well as the general student body.
F. If violent problems occur at any region site as a result of a host school’s failure to follow these recommended procedures, including proper supervision, the Region Board of Managers may impose sanctions against the offending school.
XX. Tie-Breaker Rule (For Baseball & Softball – see guidelines)
A. Ties between teams for first place will result in Region Co-Champions being declared and duplicate trophies will be awarded.
B. Seedings for state tournament play will be determined by reverting to the games played between the teams involved with clear-cut winners receiving the higher seed. If no clear-cut winner can be determined, then a coin flip between coaches and principals involved will be held to determine the seeding. The coin flip winner will receive the higher seed.
C. In cases where tournament berths are at stake for three teams involving two places, the following will apply: If a single team can be identified as a clear-cut winner in games between the schools involved, that team will receive the highest seed and the other two teams will play for the remaining berth. If no clear-cut winner can be determined, a coin flip will determine the lowest seed and the losers of the coin flip will playoff for the highest seed.
1. Three-way tie scenario: If Morgan beat Bear River in basketball twice, lost to Ogden twice; Bear River lost to Morgan twice and split with Ogden; Ogden beat Morgan twice and split with Bear River, there would be no clear-cut winner.
D. For Baseball and Softball: In the case of a tie for first, second, or third in region play, the following procedure will be followed:
1. Head-to-head results.
2. Number of runs allowed (not scored) in head-to-head games.
3. Results (W or L) against other region teams starting at top of region and working down (for example, if two teams tie for first, then compare results against the third place team and on down. If two teams tie for third, compare results against the first place team and then second, if necessary, and on down. If one team has better results against a higher team, that team would get the higher place.)
4. Number of runs allowed in all region games.
5. Flip of coin.
Multiple ties for one tournament berth will require a series of games on a neutral field between the teams involved. A coin flip will determine the first round bye, using the odd man out procedure. The other two teams will play the first game and the winner of game #1 will then play the winner of the coin flip in game #2. The winner of the second game will move on in the playoffs.
D. Multiple ties for one tournament berth in football will require a series of half games between the teams involved. A coin flip will determine the first round bye if an odd number of teams are involved. Winners then play and losers are eliminated.
E. If a tie score exists at the end of any regular or mini-playoff game, the sudden death tiebreaker rule will be used.
E. For Football, in the event a tie occurs the following Criteria in order will apply.

The time and day will be agreed upon by the two schools. If no agreement can be reached they will play on the first Tuesday following the final game of the season, at 5:00pm at the previously determined neutral site.
Three-way Ties
- When placement only, needs to be determined, region head to head will determine the order of placement. Example: If team A defeated team B and team C during region play but ended the season tied, team A would receive the higher seed into the tournament.
- If there is no clear team with a head to head advantage, seeding into the state tournament will be determined by coin toss. The principals from each school will each toss a coin with the odd toss being the winner. The winner of the three-way toss would receive the highest available seed. The remaining two principals would then participate in a single coin toss. The winner of that toss would receive the next highest of the remaining seeds and the loser receiving the lower remaining seed.
- If there is a three way tie for two spots into the state tournament and three teams are tied. The three school principals would participate in a three way coin toss as explained before. The winner would receive the lowest available playoff seed. The remaining two teams would participate in a play-in game at a neutral site. The remaining two teams would play a play-in game at a neutral site. The time and day will be agreed upon by the two schools. If no agreement can be reached they will play on the first Tuesday following the final game of the season, at 5:00pm at the previously determined neutral site.
- If there is a three way tie for one spot into the state tournament and three teams are tied. The three teams will participate a two half play-in. The three school principals would participate in a three way coin toss as explained before. The winner may chose to sit out the first half or play in the first half. - Should any of the play-in scenarios end in a tie, the standard overtime procedure will be followed.
XXI. UHSAA Sportsmanship Amended Policy for Region XI
A. Any coach, player, bench personnel, or spectator ejected by an official for unsportsmanlike behavior will also be suspended from the next regularly scheduled game at that level of play (varsity, JV, etc.) and any intervening levels of play. When a coach is ejected, he or she must sit out an additional game at that level. Such coach will not be allowed to attend that game. Ejections occurring on the final game of the season will carry over to the first game of the succeeding season in that sport. Example:
1. If an individual is ejected from a Junior Varsity game, the individual cannot participate until the next JV game has been played.
2. If an individual is ejected from a varsity game, the individual cannot participate until the next varsity game has been played.
3. If an individual is involved in a second incident/ejection, he/she will be suspended from playing until the next two regularly scheduled games at that level have been played.
4. Should an individual be involved in a third ejection, he/she will be suspended for the remainder of that season.
B. The UHSAA Executive Staff is empowered to enact a one game suspension for flagrant fouls not detected by officials that are captured by video or other reliable evidence submitted to UHSAA through the principal.
C. In cases of unsportsmanshiplike conduct by coaches:
1. The school will be allowed to take first action.
2. The Region Board of Managers will evaluate the action taken by the school and may decide to impose additional sanctions and make necessary changes or additions to the action taken by the school.
3. Deadlines will be given for any action taken and if the deadline is not met, an automatic suspension will occur until all fines are paid.
XXII. Visiting Team Accommodations
A. Dressing rooms should be appropriately prepared for visiting teams with a clean area, lockers, showers, taping tables, and chalkboards.
B. Visiting teams must bring their own towels because the host school will not furnish towels.
- All dressing room facilities must be left clean and orderly. It is the responsibility of the head coach to check facilities upon entering and prior to departure. If a head coach receives a key to dressing room facilities from the host school, the key must be returned to the host school’s AD. Coaches and players are encouraged not to leave valuables in the locker room. LOCKER ROOMS SHOULD BE SECURED AND LOCKED AT ALL TIMES.

Region Contests
All JV Games will be played the day before and opposite the Varsity site. These games will begin at 4:00 pm
All Freshman Games will be played the day before at the same site as the Varsity. These games will begin at 4:00 pm
We will not have a sophomore schedule. Any sophomore games scheduled will be by mutual agreement between the two schools.
Region Placement for seeding into the state tournament.
Region teams will be seeded into the state tournament in the order they finish after the last region game.

The school responsible for scheduling Region XI football games that season, as assigned by the principals, will also be responsible for organizing the meeting for selection of the All-Region XI football team. The same schools will also be responsible for contacting their local paper.

The head coach of the top region championship team will nominate a player from his team who he believes should be the Region XI most valuable player, the 2nd place team will then select his choice for either region offensive MVP or defensive MVP. The region championship team will then select a player to fill the last available MVP spot (offense or defense).
Film Exchange Policy
Each school will trade their two most recent films with the upcoming opponent. It was agreed that the opposing coaches will make arrangements to exchange film no later than 12:00 noon next after the two opponent’s previous game. A team may also “live scout” an opponent if a coach desires.
Please make sure that you trade films of the highest quality and that the film you are trading is one that you could see what you wanted to see if you were trying to get a scouting report off your trade film. No end zone view or lineman, only film. Zoom out so you can’t tell numbers.
